Government Relations,Lobbying & Policy Advocacy

Your lobbyist, with a law licence. When a decision you need sits with a ministry, a regulator or a parliamentary committee, we make your case: on the record, on the merits and within the law. Licences, approvals, tariff and tax proposals, draft laws and rules, and the policy that shapes your sector.

Lobbying, as a law firm practises it

Advocacy before government is a legal service, not a favour economy.

We represent you before the state the way we represent you before a court — openly, in writing, and on the strength of the argument. The work is drafting, evidence and disciplined follow-through, not access for its own sake.

01

Evidence, not access

Submissions built on law, data and precedent, so the official can act on them without exposure.

02

Open representation

We appear in your name under a written mandate. Decision-makers always know whom we speak for.

03

Zero inducements

No gifts, payments, hospitality or intermediaries. Our fee is for the work, never for the decision.

What we do

Eight ways we represent you before government

01When a file has stalled

Approval & licence advocacy

Investment approvals, sector licences, incentives and clearances that have stopped moving inside a ministry or regulator. We find the desk, the objection and the lawful route past it.

You receive: a decision path, written representations and follow-through to the decision letter.

02Continuous

Legislative & regulatory monitoring

Tracking bills, ordinances, SROs, circulars and consultation notices across the ministries and regulators that affect you, with plain-language alerts on what changes for you.

You receive: a monthly watch report and same-week alerts on anything material.

03During consultations

Position papers & formal submissions

Written responses to draft laws, rules and policies; white papers and legal memoranda addressed to the relevant ministry, committee or regulator.

You receive: a filed, acknowledged submission with legal authority behind every point.

04February to June

Pre-budget tax & tariff proposals

Preparing and presenting proposals to the NBR and the Finance Division on customs duty, VAT, income-tax provisions and SROs, directly or through your chamber.

You receive: a costed proposal, chamber endorsement where useful, and representation at pre-budget hearings.

05Hearings and meetings

Representation before committees & regulators

Appearing for you at parliamentary standing committee hearings, regulatory consultations, show-cause proceedings and ministerial meetings.

You receive: prepared briefs, counsel in the room, and minutes of every meeting.

06Before a campaign

Stakeholder mapping & coalition building

Identifying who decides, who influences and who must be consulted; building alliances with chambers, associations and development partners who share your position.

You receive: a stakeholder map, an engagement sequence and allies on the record.

07Sector-level change

Public-private dialogue & policy design

Helping industries and institutions propose workable policy: drafting model rules, incentive frameworks and PPP structures that government can adopt.

You receive: draft instruments ready for a ministry to table.

08Under adverse action

Crisis & adverse-action response

Rapid response to sudden directives, suspensions, raids or adverse findings: legal remedies in parallel with measured engagement to restore normal operations.

You receive: a 72-hour plan combining representations, remedies and communications.

Typical mandates

What a government relations mandate looks like

Illustrative scenarios, not specific clients — composites of the kinds of files we take on.

Foreign investor

A manufacturing investor has BIDA registration but its environmental clearance and utility connections have been pending for months, with no stated reason.

Our role: Map the approval chain, obtain the file status in writing, make representations to the Department of Environment and the utility, and escalate through BIDA’s facilitation channel.

Outcome soughtClearances issued or reasons stated in writing so they can be addressed or challenged.

Industry association

An SRO has reclassified a key raw material into a higher duty slab, threatening the viability of a sector employing thousands.

Our role: Build the economic case with members’ data, draft the pre-budget proposal, secure chamber endorsement and present it to the NBR and the Finance Division.

Outcome soughtAmendment of the SRO or a compensating duty adjustment in the next budget.

Domestic company

A regulator issues a sudden directive that halts a product line, citing a rule that was never consulted on.

Our role: Seek a stay through lawful remedies while engaging the regulator with a compliance roadmap and evidence that the rule is unworkable as drafted.

Outcome soughtA revised or clarified directive, and continuity of operations in the meantime.

NGO or foundation

A development programme needs project approval and fund-release permissions across two ministries and the NGO Affairs Bureau.

Our role: Sequence the approvals, prepare the submissions, respond to queries and keep each office informed of the others’ progress.

Outcome soughtApprovals granted in time for the programme calendar.

How a mandate runs

From brief to decision, in five stages

Every mandate follows the same disciplined sequence, so you always know where your matter stands and what happens next.

  1. Stage 01

    Confidential briefing

You tell us what you need decided and what has happened so far. Conflict check and mandate letter follow.

  2. Stage 02

    Decision mapping

We identify the deciding office, the advisers, the consultees and the legal basis, and give you a realistic timeline and fee in writing.

  3. Stage 03

    Evidence & submission

Legal analysis, data and precedent become a submission or position paper filed in your name.

  4. Stage 04

    Engagement

Meetings, hearings and follow-up with every relevant desk, minuted and reported to you after each step.

  5. Stage 05

    Decision & record

The decision letter, amendment or clarification, plus a complete file of what was said, to whom and when.

The line we hold

Lobbying that would survive an audit

We work inside the FCPA, the UK Bribery Act, the Penal Code, the Anti-Corruption Commission Act and the Money Laundering Prevention Act — so our work stands up to scrutiny from any of them.

What we always do

  • ✓Act under a signed mandate that names you as the principal
  • ✓Disclose whom we represent in every meeting and submission
  • ✓Argue on law, evidence and public interest, in writing wherever possible
  • ✓Keep minutes of every contact with a public official and share them with you
  • ✓Charge for time and work, agreed before we start
  • ✓Run anti-corruption and sanctions checks on everyone we engage for you

What we never do

  • ✕Offer gifts, hospitality, payments or favours to any official
  • ✕Use intermediaries, “fixers” or undisclosed channels
  • ✕Take a fee contingent on a government decision
  • ✕Represent two clients with opposing interests in the same matter
  • ✕Promise an outcome, a date or an individual’s cooperation
  • ✕Act where the lawful route is exhausted and only influence remains

If a mandate cannot be won on the merits, we tell you so and decline it.

Who it is for

Anyone whose next step needs a decision from government

If a licence, an approval, an amendment or a policy change stands between you and your next move, there is a lawful way to make your case — and we build it.

FAQ

Questions clients ask before engaging a lobbyist

WhatsApp us
Q01

Is lobbying legal in Bangladesh?

Yes. Making representations to government on behalf of a client is lawful advocacy; what the law forbids is bribery, undue influence and undisclosed inducement. We practise the first and refuse the second, and our professional conduct rules as advocates bind us further.

Q02

Can you guarantee an approval or an amendment?

No, and you should be wary of anyone who does. We guarantee the quality and lawfulness of the work: the right desks, a strong written case and disciplined follow-through. The decision remains the government’s.

Q03

How do you charge?

By scope, agreed in writing: a fixed fee for defined submissions, or a monthly retainer for monitoring and ongoing engagement. We never take a fee contingent on a government decision.

Q04

We already have a chamber membership. Why do we need you?

Chambers represent a sector’s average position. We represent yours, with legal drafting and representation the chamber can adopt, and we help you use the chamber as an ally rather than a proxy.

Q05

Will officials know we are behind the representation?

Yes. We act openly in your name under a written mandate. Transparency is what makes the representation credible and keeps you safe.

Q06

Our head office has strict anti-bribery rules. Can you work within them?

Routinely. We can operate under your compliance policy, provide a written engagement protocol, keep auditable records of every contact and brief your compliance team at agreed intervals.

Next step

Tell us the decision you need.We will tell you who makes it.

A short, confidential briefing is enough for us to map the decision path, the realistic timeline and the fee, before you commit to anything.
